Early fall (September-October) and late spring (April-May) offer good weather in most of the country and less crowds than the summer

Transportation

Rental Car: This is the best option if you are planning to visit the national parks and multiple cities. Croatia is a perfect country for a road trip. Note that an automatic car is significantly more expensive than a manual car, so opt for a manual car if you can.

Busses: There are busses that run throughout the country. This is a cheaper option if you have plenty of time, because you are dependent on the bus schedules. You can search for bus schedules and book tickets on Bookaway.

Airplane: The airline that flies within the country is Croatia Airlines. If you road trip from Dubrovnik to Zagreb, you can then fly back from Zagreb to Dubrovnik with Croatia Airlines for $60-$100 one way.
